Ford has stated that all North American Ford Blue models will have a hybrid version by 2030. That would suggest we will see a hybrid Ranger at some point. But I am betting that it will be a conventional HEV (like the F-150 Powerboost and Tacoma hybrid) instead of a PHEV. If so, I would give it a serious look but would prefer a Ranger PHEV.
