Contact between LCA and Spindle

Can anyone explain the contact that occurs between the LCA and spindle? I'm assuming it occurs to limit uptravel like a bumpstop? Also I'm aware the ball joint on my LCA is leaking.

The angles of the pics are hard to tell, but is it something that makes contact when turning the wheels one way or the other all the way?
