Hello, greetings from Panama, as you already know, they sell Ranger 2.2 and 3.2 diesel here.
I decided to import a Ranger Lariat 2021 2.3 from the UNITED STATES, I have had it for 2 years but it happened that water leaked through the left front windshield reaching the BCM module and generating a short, it almost set my car on fire, luckily I disconnected the battery in time and I saved what could be a catastrophe.

I imported a BCM from Ebay which I received, I installed it and the car does not start.

Can anyone help me with this problem?

I would appreciate it very much.

The new BCM will have to be programmed with As-Built parameters before it will function.

Yes - As RangerBill stated the BCM needs to be programed with the As-Built data more importantly the VIN# as I am sure most of the data with the Ebay module will be an exact match - The VIN# is what is keeping from starting (Anti-Theft) programming looking for a valid start code.

You can go here to get your As-Built Data - Type in your VIN#
Then when it loads scroll down to Module #726 - This is the BCM

Index - FordServiceInfo.Com (motorcraftservice.com)

You will then need Forscan or a Dealer to program the BCM, go line by line and compare what the new Ebay BCM has vs your VIN Specific As-Built, and change (Re-Write) every line to match the As-Built files.

Most will already match but these WILL NOT, this is your no start issue.
These are the VIN# in Hex Format and the most important ones to focus on

726-09-01 - Vin # 1-5
726-09-02 - Vin #6

726-10-01 - Vin #7-11
726-10-02 - Vin #12

726-11-01 - Vin# 13-17

If the BCM is not powering up the High Current Fuse (125 Amp) might have blown. It is buried under the Engine Bay Fuse Box, it must be removed to gain access to this.
Note this is a ref just in case the BCM will not power up to program it.

The BCM Fuse is located under here, it may have blown from your short issue - hopefully no other damage to wiring or modules.
This is located under the Engine Bay Fuse Box (BJB)

There is another module I forgot about and that is the (PAM) Parking Assist Module (# 736)

The module lines should all match, but I would doublecheck to be sure, The PAM module is integrated into the BCM.

From what I can tell - the Key FOBs will also need to be reprogrammed to the BCM as well
The manuals skip that part when replacing the BCM and only requires a PMI - which is just reloading the As-Built files, however the PATs function requires the Keys to be reprogrammed.
I would load the As-Built files to the BCM first and if still having a no start issue then reprogram the keys - (at this point it will most likely show) No Key Detected or similar message.
The first step is to get the VIN# into the BCM as I know for a fact it is not correct unless the seller pre-programmed it to your VIN at purchase.
I know my Scan tool can do the Key Programming but not sure if Forscan can do it from a replaced BCM.
Note: BOTH Key FOBS are REQUIRED for this.

There is a procedure to manually program the Keys, but with the newly installed BCM holding the old (codes) it may not work which is why I think the scan tool is needed to wipe those codes.

I could be wrong on the Key Programing being needed, but it is highly probable.
