Back in the '70's I stopped by my mechanic's shop to ask a question. He was tearing down an old 327 engine that had never had the oil changed. The oil was gummed up, and looked like tar. The mechanic was using a putty knife, and scrapping it out of the valve covers. Looked a lot like that, but wasn't molded into a cake. Just laziness, or ignorance on the owners part.

Seems like rtv sealant got into the crank case

I think they were right when they thought jello was added. It looks a lot like a softer version of ballistic gel and that's just made with gelatin.

Our fleet once got a dozen 3.0L Rangers in for fleet service.
One of them failed to be registered and was turned directly into service with the gate guards.
It was run 24/7 at idle or at no more than 15MPH checking the refinery perimeter.
After a couple years and just over 30,000 miles, a guard stopped in to get a windshield wiper replaced when I found the error.
When I removed the drain plug, the oil stretched about a foot before the plug came off.
I then ran it for twenty minutes with pure kerosene in the crankcase, drained it and repeated.
It was still lumpy, so I then ran it with ATF and kerosene mixed for another half hour.
The effluent was still black but smooth.
The Ranger was then put on a regular maintenance schedule ( with good oil) and put back in service. It was still running fine when I retired some years latter.
