Any trailer over 1650 pounds needs brakes?

It's weird that anyone would officially state that the manufacturer's guidance on how much weight a vehicle can safely brake should be completely disregarded in favor of a generic limit.

I agree with you, but the provincial government change their tunes a while ago because of companies. The companies starting putting some many gotchas and legal jargon to try to absolve themselves from any wrong doing and to have a way to deny warranty claims that they introduce consumer protection laws. These laws are what's enforced.
