Jeep Wranglers don't have dead pedals but need them so there are many aftermarket options for them. You might look on Amazon or similar and see if you can find something that could use that bolt that might not need much modification. Or maybe carve some wood and stick it under the carpet.

If you are on a high grip surface then yes this is normal. If you are talking a slippery surface then you have a problem.
