Very stubborn wheel movement with squeal

I recently noticed a very mild squealing sound coming from my front left wheel. I finally got it jacked up and, sure enough, I was able to recreate the sound while rotating the wheel. I assume this has to be breaks, but I was told they were in great shape a few months ago at my last service appointment, and I have only gone 1K miles since. Also, getting the wheel to rotate freely while on the jack was impossible. I could rotate it around a bit, but it took a descent amount of effort. Is any of this normal? Or do I just need to bring it in? I also ask because this was just at a specialty shop last week getting a lift and new tires, and I assume they would have noticed this issue. Obviously, they are my first call tomorrow morning, but Im hoping yall can assuage my fears.

That's the sound of the dust shield rubbing the rotor. They probably bumped into it while installing the lift. The shields are just thin sheet metal. You can easily bend it back by hand.

This was my first thought as well. I've seen others posts that it easily gets bent.

if it is the dust shield , then the rotor sounds out of round , shouldn't hit and miss ...

Update: So a different shop, authorized Ford maintenance, checked things out. According to them, the wheel should be about that stiff. Seems weird to me, but I obviously dont know anything. As for the squeal, they couldnt find anything amiss with the break system. However, they did throw out a suggestion that overspray from the tire shine applied by the shop that did the lift could have contaminated the rotors, and THAT is causing the noise. Again, seems kinda weird to me, but they claimed they have experienced tire shine leading to brake squealing in the past. Either way, it doesnt seem like a big deal for now. I'll talk to the other shop at my 500mile re-torque and see what they say. Hopefully this is cleared up by then. Thanks to everyone who commented!
