You are right on target with that sentence!Same thing happens to me at cold start.
I'm used to it though because my old MR2 turbo did the same thing. If the car wasn't at operating temperature, it would go into "limp mode" to not over boost and protect the engine.
So i would let it warm up a bit before driving and cool down after a hard drive.
Just to be clear about cool down after a hard drive...In my experience that means to drive with little or no boost for the last couple of miles of a trip, then idle for a bit and shut down just before you get out of the truck.
In the old days Turbochargers were not cooled very well and the oil supply to them was tiny.
If they were shut down hot and the oil flow was stopped, the oil could coke off and result in shaft breakage.
It is better today but turbos are still very hot under a load and oil flow still stops when the engine is shut down.
