Could be damaged cords. I would 1000% take it back and get a new tire.

Take it back ...... bulge indicates damaged cords or internal sidewall damage ....blow out waiting to happen.

For a new or farily new tire its a small suprise there. I have seen it wheere it dips in but not out. Curious of what tires you have

In my state, that would be impossible.

New tire should not be like this and used ones with bumps need to be replaced asap.
This is write-off tire.

Look at the possibilites:

Take it in for immediate replacement, and you might get a new tire.
Keep driving it, and you're family might get a mega liability payout for your untimely death.
