Interesting thread - I never got an email and the app stopped working when it "updated" over the summer. It would say cant connect do you want to call support (or something to that effect). So today I finally called.
She said the app problem was bc Sync was not up to date. I was on the previous before the 22251 bug. Before calling I had connected to wifi and started updating a version. She had me cancel this as according to her 22251 disables updates or that 23188 cannot be install OTA. not sure on that. Anyway downloaded 23188 to a USB and install is running now. Had to do it twice :-/
But now shows 23188 . Of course this time I did not get the xml file. But at least I am past 22251. Well web site updated on its own after 5-10 mins!
And of course still cant connect from Ford Pass. So this digresses from the thread topic, Found this on a Lightning forum. But turns out the communications module needs a reset from time to time. As it is always on you either need to pull the fuse or disconnect the battery. Dont know what fuse in a Ranger so I went the battery route. Fixed!
