Does USB power continue when the 2019+ Ranger is turned off?

I can confirm that the power points (sockets) will power off after 75 minutes (This can be changed with Forscan)

The USB ports will power off with SYNC as they are powered from the APIM.
So:
If in accessory mode - 10 minutes

Drivers Door opened - immediately

If Sync is turned to on via power button with truck off - 60 minutes
Have to double check this one, but I remember 60 minutes in verbiage somewhere.

My phone continues to charge after I shut off the engine and exit/lock the vehicle. This is one of those features that I love about my Ranger that I learned after I bought it! 23 XLT.

btw, what is Forescan?

Yes, they stay on for a while by default. You can also extend the time they are on using foreskin.
