so the safest thing to do is create a license plate that displays messages so while you are reading it that car brakes and you slam right into them. And it only cost an additional $500 dollars

the way I read it is that the state has ultimate control over what is shown, and the state may not choose to display anything other than the license plate number and the same sort of stuff that license plates already show.
