I found a set of really nice lightly used Toyota 4Runner rock sliders for $200 does anyone know if they can be mounted to a 2019 ranger?

You are taking a gamble there. My suggestion, just buy the correct parts for your Ranger so you don't have to worry about fitment. It would be different if it was something close like the jeep Differential skid plate and gears. Rock sliders it is best to prder the correct one.

Unlikely, frames are very different. I own both vehicles. If they’re bolt on sliders then definitely not. Weld on may be possible but may require extra fabrication, and at the point you might as well make your own.
