2021 rear seat stuffed with shredded paper

I am going with it was an attempt to provide a insulation barrier between the truck floor and the seat bottom, as if you place your hand on that seat bottom when it’s cold out - you can feel the seat is cold to the touch.
I would imagine it being uncomfortable for anyone sitting in it.
