I’ve owned several high HP turbo cars with exposed intercooler. Never had an issue with the intercooler being damaged to the point of creating a boost leak.
With all the work involved to instal level spacers up front, you might as well just get adjustable coilovers. It’s actually the same amount of work. The factory struts and rear shocks are still junk so in my opinion adding spacers to the factory suspension is counter productive.
I would definitely research that area and why there is a vast amount of empty space below the air bag. I would also guess that you will weaken the dash by cutting that area out.

Flat mating surfaces and proper hardware installation is key. The factory stamped covers can flex and form to uneven surfaces. The cast, fabricated or CNC’d covers need a perfect mating surface.
