Unfortunately it is not shown on the diagram. The center bolt goes through the hole in part# 5598 and the hole in the leaf spring just above it. It is used to locate the spring on the axle perch.
I have the exact problem you describe on the left side. Dealership doesn't seem to understand even though they did the shimming. Pin is not in the hole.

Are you able to source the Rear Leaf Spring Center Bolts for the Ranger? I have checked the Ford parts site and they are not shown on the diagram/list. My understanding is they are 10mm with 14mm round head.

It's interesting you mention that. I recently saw some rear suspension pictures of a 2019 Ranger Lariat Crew Cab that is confirmed to have no take off shudder. It only has one leaf block on the left and none on the right.
I have noticed a similar issue but at all speeds with my stock 265/60-18 tires when they are above 34 psi on the TPMS display. The vibration is definitely noticeable at highway speeds over ripply roads. We have quite a few in NY. I had a loaner for a few days last summer with 265/65-17 tires...

A tech said if you were to check it yourself, crack the aluminum dipstick cap loose when the truck is cold to avoid burning yourself on the exhaust pipe and cat. Don't remove it until trans is up to temp and engine is running.
If I didn't have any take off shudder I would have never gone down the rabbit hole of learning about drivelines. My suggestion to you is if you have no issues don't screw with it. If you do, keep meticulous notes to get back to where you are now if your course of adjustments goes awry.
Two suggestions.
1. Now that you know what thickness shims it took to eliminate the shudder make some shims that cover the full surface area of the flange. I am using 1/2" of shims made from some flat steel bars I picked up from Home Depot.
