Yes - You will need to check for codes to see which half of the circuit is faulting.

It was most likely way over torqued as if I recall it should be 20 ft lbs , would have to verify , the fin luckily appears to be only cosmetic damage from the wrench and is a clean fresh - break.

It’s hard to say , it may be a combination of both or only the transmission, where I am confused is - the US Ranger does not have a TCM , trans control is via the PCM and even then I cannot see a PCM replacement for your issue.
I suspect you have a code locked in, that is most likely related to (Out of Calibration) - the code would need to be cleared and then possibly a recalibration - which has to be done with the scan tool. - If the CCM was actually out of proper mounting position.
