Yeah, for some reason it's not providing a correct license every time. Worked fine when I tried it for my Escape, but that had never been updated before. I shot a note to some folks at work just to make sure they're aware. Hopefully ALOM or whatever happens to be wrong gets fixed up quick.
Yep, the lag time is still ~1 year, though they've gotten them out a little quicker these past two. I don't even get them internally to start testing usually until sometime in the fall of the release year once all of the map and voice data are created. The ones for NA anyway.

19Q1 only launched today on that site. That’s what the new maps notification was referencing. It only offered 18Q1 prior. If you have 19Q1 already then you’re up to date as far as map data goes.
It was sending out 18Q1 prior. 19Q1 is the latest in production for NA. I don't even have 20Q1 yet, and likely won't for a few months due to the data creation process.
It's always the best idea to wait for the Ford updaters in case there's some other background activity that should be done in an update, etc. Also, then dealers will have access to it in case something comes up.
When you plug in the phone, the drop down is a notification that a new USB media source was connected. So, it'll show the device name, but it's not connecting it via Bluetooth at that point.
I've never quite figured out exactly how/when the system updates what SYNC version is installed. On mine, it's still showing previous installs in OASIS even though I've installed newer releases. It may update only with the specific package on the USB/OAT updates...but, not sure.
