For defensive purposes, most would be better off with Hornady 73gr FTX in the Critical Defense line, especially if using shorter barrels. FMJ bullet construction (open lead base), while the media likes to overstate it's effectiveness, is less accurate and less damaging to soft tissue...

Magnified optics for most lever guns are going to be somewhat limited in offerings. If you have a pic rail on the top of your 30-30, something small like the Vortex SparcSolar might be a good option that isn't as bulky as the UH-1 is.
