Yeah, I guess that is a thing - fortunately, I've never encountered that. The closest I came was quite a few years ago when I was hiking thru a hot springs and rounded a corner and got an eyeful of a very large man buck naked - that was a pretty disturbing image. That hot springs now has more on site presence and does not allow nudity in public areas (thankfully). I wasn't even going to the hot springs, just passing thru!

If you are REALLY curious, Portland has its annual naked bike ride this Saturday - I've never seen it but it sounds pretty wild...
