Are Tunes (Ford Performance, Livernois) Restricted to one vehicle?

I'm not sure about 5-star or Livernois, but with FPT, the tuning device does not stay connected to the vehicle once the tune is loaded, so they charge a high rate to transfer tunes, otherwise I could buy the tuner device $600 and find 10 - 20 people that would gladly pay me $100 to tune their truck.
