No you can't. Ford will not unlock them. Unless it's for original owner with proof the vehicle was totaled.

What's preventing me from buying the FP tuner, installing the tune on my truck, then selling the device to someone else?

Because ford requires you to upload the factory tune to get the preformance tune. Really not any way to fool them. But you can try if you wish.

So, how would I know if someone did that. I'm not accusing OP of dishonesty, and I wouldn't do it as I don't want a tune. I'm playing Devil's advocate here with all the 'what ifs".
If I buy a FP tuner from an individual, how would I know that it wasn't loaded on their vehicle, and that when I go to put it on my truck, Ford says "no". Then I'd may be stuck with a useless device.

Personally I wouldn't consider a used Ford tuner for that reason. You have to buy it from ford to get a useable one. I have a ford tuner for my mustang bought it new. If it hasn't been installed then when you plug it in to a laptop it will update and not have any vin numbers in it. It will also come with a voucher for the tune. The tune is not on the device when you buy it. You download your factory tune then upload that to ford, with the voucher and then download the tune from ford performance.

I can confirm that these CAN NOT be unlocked. Once married to a vehicle, they become a useless paperweight when uninstalled.
