For sure the Hoosier slick does not rotate, not with that pillow bearing attached to it, my guess is that the bottom of the slick is hollowed out, with the actual drive tire rotating within...
Zoom in closely. The pillow bearing is attached to a piece of pipe that goes down to the lower bracket. But that seat is awfully close to the tire.

Good eyes! you are absolutely correct, and yes the tire does look to be millimeters away from the seat...
