Update: Gave up and brought it to dealer. The release cable on 1 side was disconnected from the latch. Seat is down but now it’s not catching on the locking tab. They couldn’t figure that out but I said F it I’ve already wasted too much time on this.
I have a 2022 XLT with the Crew Cab and the center hook on the underside of the seat cushion has never latched onto the tab beneath the cushion. I can raise the seat cushion without using the release straps but do need them to release and lower the cushion.

OK, this happened to me the first week I got the truck in March ‘21. Was leaving for a week at Arches/Moab. Aggravating!

Four bolts will remove the rear seat, carefully paying attention to the seatbelts and sensor cables.

After removing the seat I discovered there is an internal cable (like a bike brake cable) that releases the latches, but something internally came loose in association to releasing. You can see this cable at the left corner next to the hinge. Maybe if you unzip the cover it will be self evident.

So I dropped the seat off at the dealer to fix and picked it up after my camp trip to Utah. Has worked fine ever since!

No amount of cranking on the release strap will release the strap will fix this.

Good luck!

My 22 March build crew cab seat bottom latch never worked from the start. Took delivery, lifted it and it wouldn’t latch down. Dealer replaced latch assembly under warranty and no problems since
