I think the 21 builder was similar, For some reason their builder doesn't always allow you to choose some of the a la carte options that are included in packages. My guess trying to drive people to the package. But as others have mentioned the dealers can add it.

I ordered an XL with locking differential the FX4 package is a great value but no so the STX package
To get FX4 you have to order 101A and STX I wound up ordering the 101A to get a little larger dash screen and the fancy key fob wish I could get the FX4 mechanicals but can't see paying for rims which don't look too good for off road driving

What is funny is, in my area pretty much all of the Rangers have the locking differential option selected on the dealer lots.

I don't know how Ford's distributor model is setup, so maybe its the Metro Atlanta distributor always selects the locker.

An anecdotal example, my brother is a GM of a car dealership and every single new SUV or truck that they order, he orders with mudflaps.
Same here, we got our 2019 in Fayetteville GA, all I wanted was 2WD, XLT, tow package, and locking rear axle. Dealer had two with exactly those options. :)
