I have to adjust my previous post, and admit I was wrong. I found a better pic of the tube and the clip indeed is on the outside of the clamp - not under it.
So, the question still -why is is there? - I do not have an answer for sure
But I suspect the most logical reason is that the tube is an assembly (with clamps)
It's about the timing (less time required) during assembly, to just grab the tube and install it
and not have to mess with spinning the clamps to proper orientation.
So, the clips are nothing more than a retainer for the clamp during assembly, to hold it in the position the engineers deemed proper to allow access to the worm screw with tool.
