Is This Normal?

While putting some rear blocks on the leaf springs I noticed there is an extra shim on the driver side. Is this normal or is it missing one on the passenger side?

I just put it back together the way it was as I wondered if the truck was maybe not balanced equally so the factory did that to assist in a level truck from left to right. Thoughts?

Yeah it's normal other wise the truck will have a lean to the driver side
