I suspect this is an issue with the Batt Save circuit in the BCM, try performing a BCM Self-Test (Reset) to see if that cures the issue.
And to reiterate that there is 2 ways to control the lights (overhead)
1. The Rocker Switch - 3 positions - OFF-AUTO-ON
2. The Light (Itself) is a switch (Independant) of the rocker switch
3. The most rearward OH light is the same (It is more than just a light) it is a switch/Light and can be turned off/on Independant of the rocker switch
