I've bought the wire harness and plug to install 4/7 pin plug and was wondering what is the best way to cut out the plastic bumper insert where the plug goes

I used a Dremel cut off wheel and a file. The socket is bigger than the hole, so it doesn't need to be beautiful. The metal behind the plastic bumper cover is the exact right shape, so it will guide you.

You'll need to bend the clips on the OEM socket out to make it fit. Once the cut -out is done. It's made to clip into just the metal thickness, but the plastic makes it a bit too thick.

I did mine last week. Funny, I did it on Friday, didn't see your question or I probably would have paused to see what Jedadiah had to say about it.

Only figured out after that I could have clipped the socket into the plastic bit of the bumper per Jedadiah's suggestion. Instead I cut more plastic away and got it so that the socket would clip into the metal tabs on the bumper support. It works fine, both 7 pin and 4 pin connectors fit fine because the hinges come out from the middle. You only notice the plastic is slightly unevenly cut if you're right up close.

I used a drywall hand saw, after drilling a starter hole, to cut out the plastic on the bumper.
