7 pin connection for trailer

I bought a small lightweight travel trailer. The camper dealer says the accessory pin of the 7 pin connector is not hot. This is a factory installed towing package. The camper dealer says this is a common problem on new vehicles due to a missing relay. But can't tell from the manual which relay. Anyone know?
