when I was stationed in Hawaii they would drop off a truckload of guys with weed eaters that would cut large fields with them. A tractor would have done it in a few hours. I always assumed it was a deal to provide so many jobs
When I was young schools and day cares had janitors(/caretakers/groundskeepers) who would sweep the yard each day. The yard was clean each day.

Nowadays janitors have gone away and yard is sweeped with more efficient and faster tractor. Of course the tractor needs to do some other stuff since it costs more to use and maintain and would therefore sweep the yard few times a year. Yard is clean few days a year until the kids at daycare decide to dig a hole or throw sand around the yard. Then you just wait for the tractor day to get it cleaned again. As a side effect the sand is taken inside on shoes and degrades the flooring. And to prevent it the kids are required to leave shoes next to the doors to combat the issues with the sand and flooring needs more buffing and waxing and also needs to be replaced at reduced intervals.

That's progress.

Maybe they were 'volunteers' from the local jail house. That's how roadside ditches and easements get done around here.
