Charity never does begin at home, does it? And people say China doesn't really own us.
I am sure the purpose of the 10 speed was EPA related. Not an issue Ford needs to solve in China, so why screw around with the expense. The takeaway is you should not blame Ford, you should blame the EPA.
The 10 speed was not used here in this joint venture Ranger because it is not manufactured in China. Therefore its importation would attract large duties, the ZF transmission however is manufactured in China and is free from duties. There is no other reason.
This is not a Ford, this is a JMC vehicle made under licence.

The thing that bugs me is Ford is dropping the Edge and Lincoln Nautilus. I've had 5 and had great luck with em. Then to add insult to injury... They are releasing a new Nautilus made in China. Good luck with that.
theyre getting a new edge also... looks good.

Have not heard that.....link? To allow space and resources to manufacture their new fleet of electric vehicles, the Canadian union Unifor and Ford have agreed to restructure the Oakville Assembly Plant. This plant will be the production site of five EVs planned to appear on the market in 2025. Ford has officially declared the retirement of the Edge after the 2023 model.

The Chinese love the Germans because the Germans like to make a quick buck and let the Chinese build (read steal) their stuff locally. ZF builds a bucket load of transmissions in China, MTU builds engines there, these are all 'Joint Venture' setups (just like the baby 2.8 Cummins). Local manufacture of the 8HP and no local manufacture of the 10R is the only reason this Ranger uses the ZF transmission.
Inevitably the already older designs supplied through the "joint venture" or "license" end up watered down and localized to the point of barely being recognizable.
From there, the components or whole pieces of equipment get marketed outside of China as "as good as the real thing" with heavy emphasis on the "global components" used. Just about every Chinese built piece of heavy equipment uses some "licensed" Cummins, MTU, or Deutz engine and ZF drivetrain.
I do get a good laugh at seeing the localized designs get repainted and marked (poorly) as the real deal for sales postings.

Its a Joint Venture vehicle, take anything that flog Paul Maric writes with a grain of salt (emphasising the German part of the ZF 8HP, despite it being Chinese made).
The ZF 8HP is built in China, so are the two engines that they are using, that's why it has it. The 10R family is only built in the US. It's a tax dodge.

They've ditched the leaf springs because the Chinese will use it as a car, not a ute.
100% a cost-based decision

Chinese counterparts of any given business will always choose locally sourced material when its available.
