The locking diff is definitely not standard on 2wd. You get it with Fx2 Fx4 or as an option (as I did).
Vinyl is not an option for XLT in my order guide I dont believe.

Some of these changes make me wonder why they would do it. Removing the floor snaps? Removing the folding headrests? It's like they are just removing useful features.

I just got my 2020 XL STX SCREW and it's got the two snaps for the floor mats? I did raise crap about the middle bed tie downs (found them from a Michigan Ford Dealer for 35 bucks for two and the 4 bolts.) I was halfway home when the traffic cleared, I looked in the center console thinking my truck got ripped off. Salesman checked and none of the trucks have them now. Nope 2020's lost the crappy pen holder. Got a nice one from Amazon that covers most of the top area with a few dividers. $12.00. Way more useful. Lost the folding back headrests. I should have pulled the ones from my 17 Fiesta that I lease returned.
