Trick with this type of tape is first prep surface with alcohol to remove any residue film or oils. Then heat the tape with a hair dryer. This makes the adhesive very tacky and also conforms easier. Press on firmly and should be good to go after that.
Now if the liner get wet the tape may not adhere properly afterwards. Rinse and repeat steps above with new tape.
When I do stuff like this I use double sided carpet tape. Holds really well.
