I have a set of 16" Toyota Steelies and these hub centric rings. I've heard different things about them. Some people say not to use hub centric rims on steel wheels, other say they are fine. Does anyone have any opinions?

Better to have one than not if the rim doesn't match the hub IMO. It's not like those two metals react in a weird way.

Ran some plastic rings on a cheaper car in the past and no issues. Not 100% they helped but a cheap bit of insurance to make sure stuff is lined up....

It's possible that the Toyota will not fit due to the Ranger having its own bolt pattern. Wonderful ideas from Ford.

I say your idea is perfect. Same bolt pattern and will give you 1" of poke out due to offset. Not as wide as our OE steels. 7.5 on the Toyota steelies. I do recommend coating the rings with anti-seize before install. You have two dis-similar metals there.

LOL, reminds me of a time back when the Toyota truck (b4 taco) came standard with the steel wheels and were so seized to the hubs we had to back off the lug nuts and drive it hard in figure 8 patterns to get them to "pop".

Are the steel wheels painted? If so, it's a non-issue. You do not want to run them without the hubs being centered or it could cause huge vibration.
