Remove the Block Heater and (Discard)

Correction: Pull Fuse 31 (BCM-Fuse Panel) - This is the APIM (Sync) Fuse
Pull for 5-Minutes and Reinstall.

Yes - as far as the table,
Since I actually saw 99% SOC and the Voltage Inferred was reading 12.71, note at this point the system was using the battery only and its voltage was reading 12.6 volts.
So even @ 90% SOC (Set) the system was able to see the battery being fully charged and it cut off...
Although you are correct to possibly address the voltage to the PCM as this still may be the issue or something causing a voltage spike (short) as the throttle is increased.
What we need to actually see is (ALL) related PIDs for the charging system to pin it down, we are not seeing that and can...

First - The Ranger does not have a SOH nor a Battery IR (PID) - at least with 3 scan tools plus Forscan. Forscan still will not display SOC, but other scan tools will.
