I will say moving won't fix the cat theft issue. I live in a very safe/high cost of living area, and cat thefts are still pretty common. If you park your car outside you're at risk regardless of where you live as long as its a population dense area.
This is a good question. On my Fiesta ST I ran a catch can and ran CA 91 or an E85 blend for all 50k Miles I had it. It was also heavily tuned. I will say the catch can caught a significant amount of oil.

Looks like my truck and I'm in WA where there is very little corrosion on vehicles. If you're worried about it, get a few cans of fluid film and spray it on the underside of your truck. I wouldn't be too worried about it and I don't think the dealer will do anything.
