IDK why they have the circuit wired differently (diagrams) or even in your owner's manual.
II suggest checking your BCM fuse box to verify which is correct.
If you are correct, then we have (FOUND) a wire change, that has not been noticed or documented before - and with all the (posts) for the Sync Reset (Pull Fuse) nobody has brought it up that Fuse 31 was empty or no reaction (power-off) of the APIM.
Something is (OFF) here and I suspect it's the information you have (both your wiring diagram & owner's manual ref)
The only way to know for sure is a physical check of your BCM-Fuse Box and see what fuses 31 & 32 are actually powering.
Fuse 31 will drop power from the APIM
Fuse 32 will drop power from the RTM, and you will have lost remote FOB functions
I went out to the truck and pulled F31, Sync screen was still powered. I then pulled F32 and the screen was dead. My BCM has all fuses installed, whether used or not.

Previous Versions - All had various issues and plagued with problems
The list I could find (via Google)
vs
21020 - Eary 2021
21265/21194 - Late 2021
22251 - Early 2023 (This one was the most noted as problematic)
23088 - (Intermediate Build - that resulted in vs 22251) still being display on the Sync Screen
23188 - Late 2023, this is supposed to be the (End of Support) build and most likely will not see another update unless they find a (we must fix this issue)

A recall was issued to ensure that the Sync Version is updated to 23188, reason the vs 22251 will block the update from completing (if using automatic update) via the OTA method.
So, if you have already updated via (USB-Update) and its on vs 23188 - It APPEARS you are not included in the recall, as I am on 23188 and have been for some time, I have not received a recall letter.
The intent and what drove the recall is issues with the Rear Camera Display, this was a must fix for Ford and the recall forced them to verify all affected vehicles were updated to the latest Sync Version. 3.4 Build 23188.

Ok, noted for at least the 2019, I wonder if the 2020 is the same as that was the year they made some changes - 2nd year production.
This is a good catch and noted for the difference.

I forgot to mention, F32 removed power to the Sync screen and the radio transceiver module as the shop manual shows. F31 had no effect on either.

It did not work
Is your Sync version up to date as previously stated? What happens if you have your phone disconnected when starting the truck? Does it function ok?

You don't have the latest version of Sync. You have version 22251. Earlier versions were prone to problems and lock ups. You need to download the 23188 version from Ford and install using a USB stick. Did you get a recall notice from Ford for the Sync issues? If so, you can have Ford do the upgrade for free.

To the (OP)
Understand what we are deciphering about - It appears that we have found a discrepancy in the wiring diagrams and for the 2019 - It appears that Fuse 32 does indeed power the APIM.
Although is still may be fuse 31 - whichever one dumps power to the Sync
The fuse needs to be pulled, or battery disconnected for 5-Minutes, another option is hook up o scanner and do a (APIM- Self-Test) Reset - Forscan can do this as well.

Ditto, you need to be on vs 23188, there are various threads on how to update via USB, just be sure to follow the directions (precisely) and do not remove the USB from the truck until it says to REMOVE USB, do not remove it at the Update Complete (Message) it's not finished.

Cool - and I plan on investigating when in the production they changed the wire pinouts and split off the fused power - I assume it was in the 2020 production run early or late.
