Why replace the entire arm? Why not just tighten the nut?
If you read the link more closely it states the parts will be replaced as necessary. The potential reason for replacing the control arm or knuckle is that if they were loose and moving around the hole in the knuckle could be worn oversized and the stem on the ball joint could be worn undersize.

So, it sounds like (One Specific) Impact (Torque) Gun, hit its quarterly calibration date and failed the calibration test at the Sept 24 due date.
And with the VIN# being (Not Sequenced) it is mostly likely (One Specific) shift, if they do not use the same Tools.

IDK - Just Thinking - The Timeline June 3 - Sept 4 (4 - Months) - would indicate a calibration timeline for tooling - which is normally annually, but in this environment and usage most likely 4-Months.
