My TT shows to have a 521# tongue weight, adding a couple of lp tanks and battery would put that over 600#'s (along with trailer items).

My Husky weight distribution hitch advertises to be 116#. Would I need to add the weight of the WDH to the tongue weight of the trailer to determine if I am exceeding the 750# max of the 2019 Ranger?

The weight of the hitch itself is part of the truck load and is counted as if it was being carried in the bed. That 116 lbs is a "load" to the truck.
Think of the tongue "weight" as the amount of weight bearing down on the hitch ball.
