That's what I was thinking, but I don't see any nearby excavation, and an awful lot of couplings going nowhere.
Supply has delivered the material..........planning is still working on a solution.

We have them around here like that, actually. They just spring out of the ground, run above ground for a few feet, and then go back below ground to wherever it is they go.
Most of the time there's a handle or a wheel that is wrapped in heavy-duty chain to keep the mouth-breathers from screwing with it.
