Under Dash Metal Knee Bar Bolts

I loosened one of the bolts below the steering wheel a little bit during a wiring project and am not able to re-tighten it.

It is a long bolt with some kind of nut on the back, I can't see it to verify what it is. I can get a small wrench back there, seems to be between an 8mm & 9mm.

Any good method to tighten this back up?

are they the ones that can only be threaded once like plastic or something? I bet the nut on the other side is one of those annoy little thing spring metal type gizmo so engineer thought was great and saves cost of real hardware. i say zip tie it and have a beer.

11mm is almost as rare as 6mm...good luck!
Why is it the American companies always use different metric sizes compared to Europeans? 10, 13, 15 and 17 is about all I need to fix anything on my old vw. Then Americans come along trying to go all metric and now I gotta figure out of its 10, 12, 14, or some other crazy size.
