headline from aol and link to article which says they will inject it into the ground - doesn't mention additional process but done by a company that specializes in haz mat waste disposal.

Without going through the million word regulations, hazardous waste of any type except class 9 must be transported from the shippers location (the train wreck) to the designated treatment facility (TX Molecular) within ten days. Just speculation because I don't know the toxic substance, but A: a closer site may not be able to accept the quantity of hazwaste, and/or B: closer facilities may not be licensed to accept the particular profile that the hazwaste contains, whole or in part. Each of the over 3,000 hazardous substances the EPA classifies has very detailed methodology or profile describing how to dispose, destroy render inert or harmless. This is part of the reason why repair shops charge "Environmental Fees" as part of the billing for fluid changes; costs add up through the chain of custody.

Your federal government at its finest: If you are transporting propane in a gas semi tanker, there are several regs you must comply with.pertaining to Flammable Gas. But a 53' van with 24 pallets of Coleman propane fuel bottles doesn't fall into Flammable Gas regs. Why? because it is in consumer packaging. Same with 55gal drums of potassium nitrate. But boxed ammo heading for
Cabela's? Good to go.
