Hi, my winter steel wheels do not have a center hub caps. Is there any risk having this exposed?

No risk with exposure without the caps. Just a cosmetic feature. Looks like there are a few leads posted on the thread for caps. E bay has them available. Can pick them up pretty cheap.

I'd suggest winter hub caps:

If you can't find center caps, I'd use a product like Fluid Film and just coat them exposed hubs.

anyone know how the cap clip on the wheels? does it clip on the edge of the hub hole? on the nuts? etc.
I have 17" steely and I want to add some

I have the 16" steel wheels. And had a running issue with losing the caps. Top pic. Replaced with 2023 Ranger/Bronco's Bottom pic. I got them of eBay.
