Stains on fender well

Got some stains on my fender that I can’t get off , looks like tar or varnish . Any ideas how to remove ? Tried rubbing compound and goo gone won’t come off .

Make sure it's Isopropyl Alcohol and check the percentage. I think Walgreens sells 71% isopropyl. I buy this 99.9% stuff https://www.amazon.com/gp/product/B0868R7JF6/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1 and it works really well for cleaning.
