Help Identifying This Part

Does anyone know what this is? It was dangling on the brake lines under the drivers seat. It was near where the oil filter drain funnel exits. I saw it when I was doing an oil change and trying to line up the oil pan for catching the oil from the oil filter.

My guess...looks like one of those clips that are used to hold small hoses together. Similar to a zap strap. The two end twist around one another.
