Best California legal tuner option(s)?

I’m looking for a California legal and warranty approved tuner options that will give me more performance AND allow me to adjust speedo for my 275/64-18 tires.
Haven’t done any other performance mods, but will probably change the intake.

The only warranty approved option is the Ford performance tune and it has to be installed through Ford.
