Looks like some kind of wierd mold release or the like from when they formed the part, given the dull chalky appearance. My guess is it would clean up and is not scratches, but take that for what its worth from a zoomed in pic. Mine doesn't seem like it would scratch easy in that area.
Apparently, all you have to do on the F150 is plug in a trailer light tester(if you have toe package) and it disables as it thinks there is a trailer attached.

While I was messing around with my new Ranger in the garage the other day I decided to slide the floor jack under the front to see what would be needed to level it. It looks like 2:would be quite close to level with very minor rake, so a possibility of rear squat with a load.

Yes, It is not fx4 but for some reason has non-functioning trail control and diff. lock buttons on the console.
