I believe WA state makes you pay the taxes when you register the vehicle. while I've never done it, there is a huge Dodge/GM dealer in Idaho that some of my friends have bought from. they said they still had to pay WA state tax but the dealer's out the door price still saved them a lot of money.

Have you tried to make a call with another phone? If an android phone still makes quiet calls, the problem could be with the truck. If the call is fine, your phone is probably the issue.
