You should have done your research before buying. Ford clearly states what added features the Tremor has.

Yeah... Ford just paints the std skid plate black on a Tremor. The stock skid plates work fine for 85% of the Ranger owners. They don't take their trucks and drag them across rocks. Ford designs the truck for these folks. The 15% that want to drag their trucks across rocks need to upgrade...

As @ATGC mentioned, those aren't Duratracs, they are Dynapro Hankooks. Here are some photo's of the Hankooks on our Ranger that has 17,000 miles. No cracking at all like your tires have.

It looks to me like they used it to hold the panel when they installed the fastener. The worker probably just forgot to take it off. I'd say no worries.

Only way I'd be comfortable doing what you are proposing is to first mount something structural, like unistrut that is attached every 6 inches or so. This will add significant rigidity to the bed side wall. Even then bed side rails are not that strong as you can see below and ratcheting...
